GIDC’s Corrupt Officials Have Left Gujarat’s Industrialists in Distress

The Gujarat Industrial Development Corporation (GIDC) has been a robust foundation for Gujarat’s industrial growth, playing a significant role in establishing the state as business-friendly. However, from 2019 to 2025, allegations of corruption, irregularities, and bribery against GIDC and its officials have raised serious questions about the institution’s credibility. Due to issues in land allocation, infrastructure projects, bribery, and contract irregularities, industrialists are falling victim to open exploitation, leading to growing resentment and dissatisfaction among them against Bhupendra Patel’s BJP government.

GIDC Chief Engineers and Infrastructure Scams (2019–2025)  

From 2019 to 2025, revelations of large-scale irregularities by Chief Engineers in infrastructure projects at GIDC’s Gandhinagar headquarters have surfaced. According to CAG reports, projects involving roads, bridges, and drainage systems faced allegations of fake bills, substandard materials, and improper expenditure. In 2023–24, a ₹100–150 crore infrastructure scam involved fake bills and excess payments, with suspicions of Chief Engineers’ involvement. These scams have cast doubts on the reliability of GIDC’s infrastructure.

Land Allocation and Bribery Allegations  

In 2024, Congress leader Shaktisinh Gohil alleged a ₹2,000 crore land allocation scam in Dahej and Saykha GIDC. Land was declared ‘saturated’ and allotted without auction at ₹2,845/square meter, while an auction could have fetched ₹10,000/square meter, resulting in a ₹1,570 crore loss to the government. This issue sparked intense discussions on social media, with industrialists demanding a transparent process. Additionally, in September 2025, the Anti-Corruption Bureau (ACB) caught Deputy Executive Engineer Parimal Patel in Surat’s Bhatpor GIDC accepting a ₹50,000 bribe for granting permission to demolish a shed. Such cases create daily challenges for small-scale industrialists.

GIDC Regional Offices: Centers of Bribery  

GIDC’s regional offices in Ahmedabad, Surat, Gandhinagar, Mehsana, Junagadh, and Bhuj have become hubs of bribery. According to industrialists, demands for bribes for transfer permissions, utilization processes, and construction approvals have become routine. In 2024, a ₹5,000 crore drug manufacturing case (involving 518 kg of cocaine) in Ankleshwar GIDC led to allegations of irregularities under officials’ oversight. Such incidents have turned regional offices into ‘prime spots for extortion,’ particularly troubling small and medium-scale industrialists.

Government Actions and Industrialists’ Discontent  

The Gujarat government has taken some actions through the Anti-Corruption Bureau (ACB) and Gujarat Vigilance Commission (GVC). In 2024, the government announced a new law to seize the properties of corrupt officials, and in 2023, the ACB nabbed 94 individuals in 66 cases, seizing ₹38.07 lakh in bribes. However, opposition parties and industrialists believe these measures are inadequate. Major scams, such as land allocation and infrastructure fraud, have not been thoroughly investigated. Statements from prominent industrialists indicate that Bhupendra Patel’s government has failed to rein in GIDC, leading to widespread discontent among industrialists.

Exploitation of Industrialists and Its Impact  

Demands for bribes, delayed approvals, and poor infrastructure increase costs and frustration for small and medium-scale industries. In 2025, AAP and Congress alleged a ₹100 crore investment scam, where GIDC officials diverted funds using fake documents. Such allegations damage Gujarat’s industrial environment, eroding investors’ confidence.

Conclusion  

GIDC’s corrupt officials, infrastructure scams, and land allocation irregularities have left Gujarat’s industrialists in distress. From the Gandhinagar headquarters to regional offices in Ahmedabad, Surat, Mehsana, Junagadh, and Bhuj, bribery has become rampant.

The government’s failure has fueled anger among industrialists, jeopardling unrest that threatens Gujarat’s economic growth. Strict investigations, transparent policies, and swift action are essential to address these issues, or Gujarat’s reputation as an ‘industrial hub’ risks being tarnished.
